Excuse my ignorance but what application/skills are required to animate the radar? I am interested in the radar rotating 360 degrees and need to hire the correct person hence my question.

You only need to hire a 3d artist with basic animation skills. The radar part of the model is separated so the artist will only need to select it and rotate that part. Thanks for the buy!
